Two of our graduates came into our office and talked with our mentoring cohort, sharing deep, real-world advice about life, choices, and what it means to recognize opportunity when it shows up.

They walked into our office the way they came off the job site. Work boots on. Heavy civil dirt still on their gear. No show. No performance. Just real life.

They didn’t come back with a speech, they came back with the truth. What it felt like before.
What it took to change. How the mentoring and training gave them structure, discipline, and a standard to live by.

Now they’re out there working hard, building Ontario, and doing it as proud members of LiUNA Local 183.

We had the privilege of attending the Empire Club of Canada, where Minister David Piccini delivered a powerful keynote: “ Delivering a Nation-Building Workforce. ”

His message captured exactly what we see every day at the Oaks Revitalization Association, that when government leads with vision, invests in people, and breaks down barriers, lives change and communities rise.

Under the leadership of Premier Doug Ford’s government, Ontario is building a workforce that is strong, skilled, and reflective of our province’s diversity. A workforce where youth from marginalized communities can access real careers, earn real wages, and contribute to a prosperous Ontario.

For organizations like ours, this kind of leadership isn’t just policy, it’s possibility.

It means young people who once felt overlooked are now working, building, learning, and stepping into futures filled with dignity and stability.

A heartfelt thank you to Minister David Piccini for his commitment to building a nation-shaping workforce, and for recognizing the importance of community-based programs that help people overcome barriers.

Today, our clients had the incredible opportunity to hear from Mr. Jack Oliveira, Business Manager of LiUNA Local 183, a leader who has lived the journey, earned the respect, and built a legacy through hard work and loyalty.

His message was simple, strong, and unforgettable: “You can sleep when you’re dead.”

And he meant it in the best way possible, use every minute, every moment, every opportunity to build the life you want.

Mr. Oliveira spoke about discipline. He spoke about loyalty to the organization that invests in you. He spoke about showing up early, working hard, and proving yourself through action, not words. A Second Chance, A Stronger Future: Daniel’s Path to Skilled Trades Success

Daniel is a 30-year-old resident of the Jane and Finch area, a neighbourhood where opportunities often feel out of reach and stability can be difficult to secure. Originally from Uganda, Daniel came to Canada in 2008 with his family, carrying the same hopes shared by many newcomers, to find safety, belonging, and a pathway to a better life.
Over the years, however, the realities of growing up in a marginalized community shaped many of Daniel’s experiences.

He faced periods of instability, justice involvement, and cycles of precarious, short-term jobs that offered income, but not a future. Despite these challenges, Daniel has always carried a deep sense of responsibility and love for his mother. He often spoke about wanting to make her proud and build a life that would allow him to support her in meaningful and lasting ways. What he needed was structure, guidance, and a real pathway into a career that offered stability and dignity.

That opportunity came through the Oaks Revitalization Association (ORA).

Daniel joined the ORA’s Boot Camp and Mentoring Program, where he immediately stood out for his honesty, determination, and willingness to accept positive accountability. Throughout the mentoring phase, Daniel worked closely with staff to develop critical life skills, including communication, financial awareness, discipline, and self-confidence. This was more than training; it was personal transformation.

After successfully completing the mentoring phase, Daniel advanced into Phase 2 of the Skilled Trades Development Program at LiUNA Local 183 Training Centre. Through the support of the Skills Development Fund, Daniel received hands-on technical training and earned multiple certifications required to work safely and professionally in construction.

Daniel excelled.

He completed his training successfully and transitioned into full-time employment with Perfect Gates & Fences Inc. Shortly after, he became a proud union member of LiUNA Local 183, now earning a stable income, receiving benefits, building pension contributions, and stepping into a career with long-term growth.

Today, Daniel is working, contributing, and building the life he always envisioned for himself and his family.

He speaks confidently about his goals, his future, and his responsibility to give back.

His journey is proof that when guidance, opportunity, and belief come together, change is possible.

Daniel is not only working, he is building a legacy.

He is a credit to himself, his family, his community, and the investment that the Province of Ontario has made through programs that prioritize meaningful skill-building and real employment pathways.

How Ontario’s SDF is helping transform lives, strengthen communities, and open pathways to the middle class.

The Oaks Revitalization Association is proud to stand firmly in support of the Skills Development Fund (SDF), a program that has quietly transformed thousands of lives across Ontario. While recent public conversations have focused heavily on criticism and controversy, the reality on the ground tells a very different story: the SDF is working. It is creating opportunities, building skills, and empowering individuals from all walks of life, including those who have been equity-denied, marginalized, justice-involved, or justice-affected, to build meaningful, sustainable careers.

The Skills Development Fund was created to ensure that all Ontarians, regardless of background, have access to the training, mentorship, and support they need to succeed in today’s job market. By funding both training and capital projects, the SDF is not only helping individuals develop in-demand skills, but is also strengthening the very infrastructure that drives Ontario’s economy.

Since its inception, the Government of Ontario has invested nearly $2.5 billion into the Skills Development Fund, including an additional $955 million committed over the next three years. The results have been extraordinary. Across the province, thousands of people have retrained and entered stable, good-paying jobs. In the Niagara Region alone, more than 9,000 workers are being trained through $13 million in SDF support, while province-wide, over 105,000 active apprentices are registered, the highest number since 2016.

At The Oaks Revitalization Association, the impact has been personal, measurable, and profound. Through our collaboration with the SDF, we have been able to help those who have long been left behind, people facing systemic barriers, limited opportunity, or the stigma of justice involvement. We have watched individuals take control of their futures through hands-on training and mentorship, and move into stable, unionized employment in the skilled trades.

Many of our graduates are now earning between $50,000 and $150,000 per year, achieving what so many once believed impossible, a genuine place in the middle class. These are not temporary jobs or short-term placements. They are careers that provide stability, benefits, and pride. They are the foundation of stronger families, safer communities, and a more inclusive Ontario.

It is easy to let isolated controversies overshadow the larger truth, but doing so would be deeply irresponsible. The Skills Development Fund has proven itself to be one of the most effective workforce development programs in Ontario’s history. It is addressing labour shortages, reducing recidivism, and replacing hopelessness with purpose. Every individual who completes training and finds meaningful work becomes a taxpayer instead of a dependent, a role model instead of a risk, and a contributor to Ontario’s success story.

We have seen firsthand that this program is more than policy, it’s people. It’s the single mother who becomes a certified tradesperson, the young man who turns his life around after incarceration, and the newcomer who builds a new life in a new country. The Skills Development Fund makes these stories possible, every single day.

We acknowledge that every program can and should be improved. Oversight and accountability are necessary for public confidence. But reform should never come at the cost of recognition. To diminish the value of the SDF because of administrative controversy is to disregard the thousands of Ontarians who have turned opportunity into achievement.

The real measure of success is simple: are people being trained, employed, and empowered? At The Oaks Revitalization Association, the answer is unequivocally yes. We have witnessed individuals transition from instability to independence, from poverty to prosperity, and from exclusion to belonging. The Skills Development Fund made that possible.

For these reasons, we proudly stand with the Ministry of Labour, Immigration, Training and Skills Development, and all partners dedicated to building Ontario’s skilled workforce. Together, we are not only filling jobs, we are changing lives and rebuilding communities.

The Skills Development Fund is not a political issue. It is a people issue. It represents what happens when government, industry, and community organizations come together to believe in second chances, to invest in people, and to strengthen the future of our province.

Success Story: Justin’s Journey from Uncertainty to a Proud Career in the Canadian Armed Forces

When Justin first arrived in Canada, he carried with him the same hopes and dreams shared by so many newcomers — to build a better life, contribute to his new community, and create a future he could be proud of.

But his pathway forward was anything but easy. Before he could begin this journey, Justin had to wait in Jamaica for four long years to secure his permanent residency status. Those years were filled with uncertainty and the frustration of knowing his dreams were just out of reach, with life in Canada on hold until the day he could finally make the move.

Despite his determination, Justin spent months tirelessly searching for work, sending out countless résumés, and knocking on every door he could find. He faced repeated rejections, each one chipping away at his confidence. His skills and potential went unnoticed, and with no clear path forward, the weight of uncertainty grew heavier by the day.

It was during this challenging time that Justin connected with The Oaks Revitalization Association (ORA). From the moment he stepped into our doors, we saw more than a newcomer struggling to find work — we saw a man with the discipline, drive, and character to succeed in one of the most demanding and respected professions in the country: the Canadian Armed Forces (CAF).

Justin enrolled in ORA’s Boot Camp and mentoring program, STDP , a rigorous process designed not just to prepare people for employment, but to transform them into confident, capable, and career-ready individuals. Through tailored mentorship, we worked with Justin to sharpen his communication skills, and instill the mindset needed to thrive in a military environment. We guided him through the CAF’s recruitment process, preparing him for interviews, aptitude tests, and the realities of life in uniform.

The transformation was remarkable. What began as uncertainty evolved into focus. Self-doubt was replaced by discipline. Justin no longer questioned if he could build a meaningful career — he knew he could.

Today, Justin is enrolled to serve as a Combat Engineer in the Canadian Armed Forces . This role will not only allow him to work on some of the most challenging and rewarding engineering projects in the military, but also to travel, gain new skills, and build a career with limitless opportunities for advancement. It’s a path that offers stability, pride, and the chance to serve his new country in a meaningful way.

For Justin, this is more than just a job — it’s the beginning of a legacy. A career in the CAF will provide him with lifelong skills, financial stability, and the honour of wearing the uniform of a nation he now calls home.

Men’s Mental Health in Canada: Breaking the Silence, Rebuilding Hope

June is Men’s Mental Health Month , a time to shine a light on a silent crisis affecting millions of men across Canada. While strength, resilience, and stoicism have long been associated with masculinity, these same traits—when misunderstood—can lead to devastating outcomes when men feel they must suffer in silence.

The truth is: many men are hurting. And many don’t know where to turn.

The Silent Struggle

Every day, men across Ontario and Canada face immense pressure—expected to provide, protect, and persevere, often without ever being asked: “How are you holding up?”

Too many feel that acknowledging pain is a sign of weakness. But in reality, the refusal to speak up and seek help is costing lives.

According to the Canadian Mental Health Association and Statistics Canada :

75% of suicides in Canada are men.
Suicide is the second leading cause of death for men under 50.
Men are less likely than women to reach out for mental health support, even when experiencing anxiety, depression, or trauma.

This isn’t because men don’t feel. It’s because many have been taught that feeling— and expressing it —isn’t part of being a man.

A New Definition of Strength

Strength is not silence. Strength is vulnerability.

It’s having the courage to say, “I’m not okay.”

It’s checking in on a friend. It’s calling for help.

It’s knowing that mental health is just as important as physical health.

In communities like those supported by the Oaks Revitalization Association (ORA) and across the skilled trades, this conversation is especially urgent. Tradespeople build our cities and shape our skylines—but many are quietly battling stress, burnout, addiction, or loneliness.

The Builders Will Rise: A Message of Hope for Tradespeople Across the Nation

There is a quiet strength in those who build. The ones who rise before the sun, pull on their boots, and step out into the world to move earth, pour concrete, raise walls, wire homes, and lay the foundation of entire communities. These are our tradespeople — the unsung heroes who turn blueprints into skylines, who build what the rest of the world takes for granted.

But right now, many of our builders are hurting.

Across the country, tradespeople are facing challenges they never expected. Job sites have slowed. Contracts have dried up. The promise of steady hours and secure income feels just out of reach. For some, it’s the weight of the economy. For others, it’s the burden of a criminal record, the grip of addiction, or the scars of trauma and loss. Too many are questioning their place in this industry — in this world.

To those tradespeople, we say this:

Hold on. The story isn’t over.

The possibility of Donald Trump imposing tariffs on Canada, while understandably shocking to the Canadian psyche and incredibly damaging to our economy, must be met with a level-headed and resolute response. As difficult as this scenario may be, Canadians must acknowledge that America, like any sovereign nation, has the right to impose tariffs as it sees fit. One of the fundamental tenets of our teachings at ORA-STDP is that the world is not fair, and one should never expect it to be so. We must focus on how we adapt, innovate, and overcome adversity.

Admittedly, these tariffs will bring hardship. However, wallowing in victimhood or engaging in futile complaints achieves nothing. We must resist the temptation to lament our circumstances and instead channel our energy into a proactive response. Canada is one of the richest nations in the world in terms of natural resources. While America has historically been our most lucrative and accessible trading partner, it is not our only option. The world is vast, and opportunities exist beyond the United States if we have the courage and initiative to seek them out.

In fact, these tariffs may inadvertently be the best thing to happen to Canada in modern times. They serve as a wake-up call—an opportunity to shed our complacency and reclaim our national resilience. It is time to cease our dependence and prove our mettle, just as our forebears did at Passchendaele and Vimy Ridge. Canada has a legacy of determination and perseverance against formidable odds, and now, we must summon that same spirit.

As John F. Kennedy once implored Americans to ask what they could do for their country, so too must Canadians ask what they can do for Canada. It is time to move past wokeness, anti-colonialism, and the endless cycle of self-loathing that has seeped into our national consciousness. A country that teaches its people to despise its own history and institutions cannot expect them to fight for its future. Instead, we must foster a sense of pride, commitment, and duty to our homeland.

The final stanza of our national anthem calls upon us to "stand on guard for thee." These are not just words; they are a call to action. Now more than ever, we must be prepared to fight for Canada—not in anger or bitterness, but with determination, innovation, and self-sufficiency.

We should not waste energy hating Donald Trump or resenting the American government. Hatred is corrosive and accomplishes nothing. Instead, we should turn our disappointment into fuel, our setbacks into motivation, and our challenges into opportunities. The Ontario government has taken a significant step toward addressing the critical shortage of skilled workers in the construction industry. With the recent announcement of a new training centre designed to prepare 50,000 new construction workers, the province is setting a precedent for workforce development and community revitalization. This initiative, part of Ontario’s larger strategy to build a resilient economy, aligns closely with The Oaks Revitalization Association's (ORA) mission and its commitment to empowering individuals from marginalized communities.

The $26 million capital grant allocated for the expansion of LiUNA Training programs is more than just an investment in infrastructure; it’s an investment in people. In the 1950s, a time when Europe was reeling from the ravages of war, hope seemed like a distant dream for many. The continent was shattered, and the future uncertain. But for those with courage in their hearts and dreams in their eyes, the prospect of a new life across the ocean beckoned—a land of opportunity called Canada. Among these brave souls were my grandfather and his family.

With heavy hearts and unwavering determination, they boarded a ship, leaving behind the only life they had ever known. Their home, their friends, the familiar landscapes of Italy—all were left behind as they embarked on a journey fraught with uncertainty. They sailed across the vast Atlantic, driven by the promise of a better tomorrow, not just for themselves, but for the generations to come.

Their voyage brought them to Halifax, where they set foot on Canadian soil for the first time. From there, they traveled to Toronto, a city that would become their new home. But the path ahead was anything but easy. In the 1950s, Toronto was a bustling, but often unwelcoming city for Italian-speaking immigrants. There were no programs to help them integrate, no assistance to ease their transition. It was a sink-or-swim world, and my grandfather chose to swim.

He found work as a laborer in the construction industry, starting at the very bottom, but with a determination that knew no bounds. Day after day, he toiled on construction sites, pouring concrete and laying the foundations of the city we know today. His work was not just a means to an end; it was his way of contributing to the country that had given his family a second chance. Through his efforts, he provided security, a home, and hope for the future generations of our family.

As the years passed, his hard work bore fruit. He started his own company, “A. & B. SODDING & CONCRETE CO.,” a testament to his perseverance and entrepreneurial spirit. This company became the vehicle through which he could offer his family not just a livelihood, but the beginnings of generational wealth. He ensured that his children received the education and opportunities that he could only dream of as a boy in post-war Italy.

My grandfather’s story is one of resilience, of grit, and of an unwavering belief in the power of hard work. He built more than just structures in Toronto—he built a legacy. A legacy of determination, of a relentless work ethic, and of the belief that with enough effort, even the most impossible dreams can come true.

Despite substantial financial investments by the Province of Ontario in addressing IPV, we face significant challenges in achieving measurable results and ensuring stringent oversight. The issue is not the lack of funding but how these funds are utilized. Current strategies often lack the accountability and rigorous evaluation needed to demonstrate their effectiveness, resulting in inefficiencies and limited impact.

Lack of Measurable Results and Stringent Oversight

Many existing programs receive funding without stringent requirements for measurable outcomes. This leads to resource wastage and limited impact on communities most in need. To address IPV effectively, funding must be tied to measurable results and subjected to regular, transparent reporting and random checks. This will ensure accountability and maximize the return on investment (ROI) for public tax money.

The ORA Approach: Effective, Measurable, and Scalable

At ORA, our approach is both effective and measurable. Our Positive Male Identity program addresses key relationship issues and violence against women by fostering respectful and responsible behaviors among men. By focusing on economic stability, we reduce the stress and conflict that often lead to IPV. Our comprehensive job training and placement services have successfully helped participants achieve stable middle-income employment, significantly reducing IPV incidents among our clients.

In the first year of our program, none of our 61 clients have been arrested or charged with IPV. This remarkable outcome underscores the effectiveness of our economic stability initiatives in preventing IPV. Our program's success is measured through regular police record checks, enabling us to quantify the ROI for each dollar spent and provide tangible evidence of our program's impact.

Scalability

Our program is not only effective but also scalable. We plan to expand our Training and Monitoring Centres to new locations across Ontario, including Downsview, Barrie, Cobourg, Kingston, and Cambridge. By securing the necessary funding and implementing rigorous accountability measures, these centres will serve as models for future expansions, demonstrating the effectiveness of comprehensive integrated programs in reducing IPV and other forms of violence.

The Unionized sector is 31% safer than the non-union one. Research using data from 12 years demonstrates the increasing trend from the original 23% safer result in 2012. Over that time period the entire industry has become safer, but the gap between the union and non-union sectors has widened

All workers should understand their basic right to refuse unsafe work, the unionized workforce has an additional level of support from union representation.

The Unionized sector has an extensive history of investment in apprenticeship training, health & safety training, and skills development. $146.4 million is spent annually in training, plus an additional $325 million in capital investments was spent from 2013 – 2019 . Over 1 million hours of skills upgrade and safety training are delivered each year. Union construction workers are not simply higher paid non-union workers. Training is a priority demonstrated by these investments and worker participation in the programs offered.

There are over 100 union training centres located across the province, of which 60 have trade TDA status for 32 different trades. This network creates economies of scale in delivering training, an ability to respond to local market conditions, and a means to train union workers before they are safely dispatched to a job site. No other state or province in North America has an equivalent training capacity.

Myth: Taxpayers pay 25% more when there is a Unionized Trade Contractors only bidding process (ex. City of Toronto, Ottawa Civic Hospital)

This claim has been featured on headlines for the past several years. It is in fact an unsubstantiated opinion that gets cited again and again. No credible research or report has ever been produced to substantiate that claim. There are over 7,000 trade contractors in the unionized sector, the sector is highly competitive.

There is evidence that suggests a different conclusion. City of Toronto Managers (who see all bids submitted for city construction projects) estimated there would only be a 1.7% difference in lowest bid prices if non-union trade contractors were allowed to bid on City of Toronto construction.

If winning bid prices are 25% higher because there are no non-union contractors bidding, it would mean profit margins for union contractors working for the City of Toronto are more than doubled compared to private sector construction projects. Non-union trade contractors would be foolish not to sign a collective agreement if that were the case. The reality is profit margins are similar for private and public projects as a result of similar levels of competition.

The unionization of the construction trade workforce ensures fair wages, pensions, and health benefits. This workforce is compensated for its commitment to professionalism, safe practices, productivity, and personal investment in their career.

Social procurement initiatives are not tax expenditures but investments, transforming previously underrepresented communities into the middle class.

The communities that participate in social procurement initiatives eventually experience an increase in disposable income which boosts local economic activity. In addition, there are net positive fiscal impacts of reduced EI costs, higher income tax revenue, reduced medical costs, reduced subsidized housing and social assistance costs, and increased pension incomes.

There is a growing trend for municipalities in Ontario to adopt a “Fair Wage” policy to equalize wages for prospective construction project bidders, union and non-union trade contractors. This takes that portion of total bid price out of the competition, levels the wage playing field, and ensures workers are fairly compensated. This practice ensures the lowering of workers’ wages is not the reason a trade contractor wins a bid.

Fact: Unionized Trade Contractors are legitimate, and not part of the Underground Economy

Signatory Trade Contractors are registered companies who are bonded, and pay all required taxes and government regulated obligations (WSIB, EHT, EI, CPP, HST etc.).

These contractors are three times more likely to employ registered apprentices and journeypersons than their non-union counterparts. In addition, 81% trade contractors support the apprenticeship training model.

Union trade contractors are not part of the underground economy, those who avoid paying taxes and take advantage of workers who may not be aware of their rights and/or not eligible to work in Canada. Estimates of lost revenue to the federal and Ontario provincial governments range from $1.8 to $3.1 billion annually. This does not reflect the human cost of unreported and/or improperly treated injuries, costs to the health care system, social assistance cost of workers with no or low EI or CPP contributions, and those with no WSIB coverage.

A common tactic of contractors seeking to gain an unfair competitive advantage is to style their workers as ‘independent operators’ (i.e., sub-contractors) rather than as employees. In this way, a contractor can avoid the cost of EI, CPP and WSIB contributions as well as requirements for overtime pay, vacation pay and statutory holiday pay. When all of these are taken into account, a contractor that styles its workers as ‘independent operators’ can save around 16.5% on its labour costs.

In the voluntary trades sub-sectors, the lowest bid process creates a downward pressure on wages and incentive to cheat. The administrative process between unions and their employer partners does not allow for cuts to operational costs by not properly training its workforce, not paying a fair wage, or not reporting all governmental fiscal obligations.

Fact: The Unionized Sector saves millions of taxpayer’s dollars through its health & welfare benefit programs.

Each construction trade labour/management partnership includes a health and welfare program that covers dental, medical, drug, and glasses expenses for members and their families. These expenses are covered by their specific plan. There are approximately 150,000 unionized construction workers in Ontario who are covered in these programs. These plans cover the majority of these expenses and are not claimed on an annual tax return, thereby saving taxpayers millions of dollars each year. In addition, these families enjoy full coverage and their personal budgets are not impacted by health issues that may arise, and their health issues can be dealt with without delay.

Fact: There are many benefits resulting from the Union affiliation structure

Union Locals have autonomy within their geographical region but are connected to other Locals in the province (typically by District Council), across Canada, and in the United States as well. This network creates the ability to share best practices in training, recruiting, as well as increasing the benefits of economies of scale. Locals can respond to its region’s workforce needs and issues, while drawing on resources from across North America.

Fact: Labour and Employer Partnerships result in mutual success and a professional workforce

Joint Labour/Management Training Trust Funds and Training Centres are able to respond quickly to acquiring new and innovative equipment and incorporating new construction techniques with economies of scale in delivery.

Local unions provide a human resources role (recruitment, training, benefits package) for contractors. This partnership facilitates a small to medium sized contractor’s ability to scale up as they gain more construction project experience.

Joint Apprentice Training Committees (JATC) monitor and provide support for apprentices which increases completion rates and provides input for continuing education programs for journeyman.

Research has also shown workers with defined retirement benefit plans have higher productivity rates, are more committed to their work, invest more in their own skills, and have lower rates of absenteeism.

Myth: Construction Unions make it impossible for employers to fire incompetent workers

Anyone who can be hired can also be fired, workers who are incompetent, lazy or chronically absent can be laid off. Unions work to ensure that employers have just cause for dismissing their employees. They also ensure that people are treated fairly in the workplace, regardless of their race, gender, physical ability or sexual orientation.

Fact: The Unionized Sector has demonstrated a long-time commitment to investing time and money in Local Communities

In 2019 over $12 million was raised by local unions and their contractor partners supporting a variety of charities and not for profit programs in 90 communities across the province.

There is free treatment and support for workers and management who have substance abuse problems, plus support for their families at the De Novo Treatment Centre. The industry recognized some of its members needed assistance so this program was created and fully funded by its unions and management partners.

Myth: Financial success requires lower worker wages

Costco and Walmart are two of the world’s leading retailers. Both companies are financially successful, but with differing philosophies with respect to employee compensation. Costco’s employees enjoy fair wages and generous benefit packages. Walmart’s employees experience low wages and minimal benefits. Costco has very low staff turnover, Walmart the opposite.

This is one example of a business model that demonstrates that low wages are not required to be successful and fiscally responsible. Fair wages and financial success do not have to be mutually exclusive. This is also true in the unionized construction sector, employers and their workers can both enjoy financial success working as partners, benefiting society and leveraging tax dollars.

Myth: Unions favour strike action

A common misconception is that unions only prioritize their own interests and disregard the public inconvenience caused by strikes. While strikes can certainly disrupt daily life, they are often a last resort. In reality, the vast majority of labor contracts—over 97%—are settled through negotiation without resorting to strike action. Unions prefer to avoid the hardships that strikes impose, especially on their own members. When strikes do occur, it's because crucial issues remain unresolved.

Benefits of Strategic Investment into the Unionized Construction Industry

Workforce: leveraging the construction of needed private and public projects into safe, professional career options that transform individuals and communities into the middle class, ending cycles of low income, reducing crime rates, and need for social assistance. Social procurement provisions ensure workers have employment and can hone their skills after being recruited.

Contractors: working with their labour partners who recruit and train their workforce while at the same time earning a fair profit for a return on their capital investment and risk.

In these cases, the costs borne by victims, both intangible (such as emotional trauma) and tangible (like medical expenses and lost income), were particularly significant.

In stark contrast, theft and residential burglary were found to be the least costly crimes among those reviewed.

Additionally, the report includes a small subset of studies that provide cost estimates ¹ per incident, case, or contact for various criminal justice processes. However, due to the limited number of studies available, caution is advised in interpreting these results. The studies indicated that the average annual cost for adult custody (or unspecified inmate custody) is $81,820 per prisoner. Secure youth custody costs are estimated at $51,742 per youth and $65,526 per contact, while open youth custody is significantly cheaper at $3,292 per youth and $926 per contact. Court and trial proceedings show a wide range of costs, from $1,445 to $44,280, varying based on the unit of analysis (per contact, case, or conviction). Policing costs also vary greatly, influenced by the nature of the cost estimation (by case, incident, or arrest). Local custody costs per inmate are around $29,110, while remand admissions cost $18,826 per contact. Less expensive items within the criminal justice system include police warnings/cautions and charging, costing $1,402 and $1,049 per contact, respectively.

It’s important to note that the study which provided cost estimates for contacts with youth defined a ‘contact’ as any interaction ranging from a police caution to a referral to a juvenile justice team or court conference.

These individuals often encounter formidable obstacles when trying to reintegrate into society and secure meaningful and sustainable employment.

LONG TERM BENEFITS OF STDP’S PROGRAM (per client)

Presented below is a detailed 10-year financial forecast outlining projected earnings and tax contributions for program participants. This analysis is based on a conservative annual wage growth rate of 3 percent, reflecting steady career progression within the skilled trades and related sectors. As of January 2025, the starting hourly wages of current participants range between $35.00 and $55.00 per hour, depending on trade, experience, and placement. These figures represent entry-level or early-career earnings and are not indicative of long-term earning potential.

As participants gain experience, certifications, and seniority, their wages are expected to increase annually. Over the 10-year projection period, the average hourly wage is anticipated to surpass $55.00 per hour, reflecting sustained employment, advancement within their respective trades, and improved financial stability. This forecast also incorporates estimated Ontario income tax contributions, providing a realistic view of both personal income growth and the increasing fiscal contribution of participants as they transition into higher-earning roles.

Taken together, this projection offers a comprehensive picture of long-term financial outcomes, demonstrating not only upward income mobility for participants, but also the broader economic and taxpayer benefits generated through stable, well-paid employment over the next decade.

When Akwasi first crossed the threshold of our Skilled Trades Development Program (STDP) at The Oaks Revitalization Association (ORA), he brought with him a story that was both heartrending and hopeful. Referred to us by the Toronto Police Service, Akwasi's journey had been a tumultuous one, marked by numerous encounters with the law, periods of incarceration, and the constant, watchful presence of a GPS ankle bracelet during his house arrest.

Our initial meeting with Akwasi was profoundly moving. In the modest confines of his home, he shared with us his life story — a narrative steeped in mistakes, misfortunes, and a palpable sense of regret. As he recounted his experiences, it became glaringly clear: the depth of his remorse for the pain he had caused others, and the unyielding determination he harbored to forge a new path in life.

The STDP, designed as a beacon of hope for those seeking redemption and transformation, found in Akwasi a perfect embodiment of its mission. Committing himself wholeheartedly to our program, he embarked on an intensive mentoring regime, dedicating his weekdays to a rigorous schedule of personal growth and learning. Throughout these sessions, Akwasi's evolution was remarkable — his eagerness to emerge as a positive influence in his family and community shone through every step of the way.

Our mentoring covered a spectrum of essential life skills: from Conflict Resolution Strategies to De-escalation Techniques, from nurturing and managing relationships to understanding family dynamics, and even encompassing aspects of physical well-being and health maintenance. Historical research, particularly in the psychology of crime and corrections, has played a vital role in shaping effective correctional practices. In Canada, there's a noticeable emphasis among scholars on applying this research humanely within the criminal justice system. This approach contrasts with the United States, where there tends to be a greater focus on punishment and more repressive methods in criminal justice.

Research on Risk Factors

There are methods to predict criminal behaviour at various stages. This includes initial studies aiming at identifying biological, personal, and social traits that differentiate people with criminal backgrounds from those without. There are several identified risk factors through comparisons between young individuals who have engaged in delinquent behaviour and those who have not, including:

Associating with antisocial or delinquent peers
Holding antisocial attitudes, pro-criminal values, and beliefs
Experiencing family conflict and low levels of affection or cohesion
Poor parental supervision and discipline
Family history of criminal records, substance abuse, mental health issues, welfare dependence, and unstable work
Impulsivity, poor self-management, and problem-solving skills
Enjoyment of risky activities, early engagement in adult behaviours like sex and drugs
Early and varied misbehaviour in different settings
Below average verbal intelligence
Poor school performance and misconduct
Difficulty in relationships with family, teachers, and peers
Preference for unsupervised and unregulated leisure activities
Being male, which is statistically associated with higher delinquency risk

Recidivism risks vary, indicating that risk factors differ among individuals. Not all high-risk traits are negative; for instance, being male or anti-authority isn't inherently bad. Adhering to social norms can bring emotional challenges like guilt and anxiety, which can be as problematic as criminal tendencies. Common risk factors linked to recidivism include family background, risky personality traits, and psychological profiles. The likelihood of reoffending is higher with more risk factors, especially among young, male individuals with prior offenses and certain socio-economic backgrounds.

Since the mid-20th century, these risk factors have been known to predict recidivism with 60-80% accuracy. Later, this knowledge was integrated into correctional systems, improving parole and correctional practices. However, predictions aren't always accurate due to oversights in risk assessments and limitations in follow-up duration. The criminal justice system's impact on offenders also influences recidivism rates.

Accurate predictions require ongoing risk assessments, focusing on changeable factors or "criminogenic needs." Continuous monitoring during probation can better predict reoffending than a one-time assessment. Correctional systems aim to help high-risk offenders reduce reoffending chances and keep low-risk individuals on track, balancing discipline and support in rehabilitation programs for societal safety and offender improvement.

Risk Principles

In correctional services, the risk principle focuses on assisting offenders more likely to reoffend, based on the notion of aiding those in greatest need. It suggests that less likely reoffenders require less intervention, efficiently allocating resources. The "casework paradox" implies that therapy and rehabilitation work better for low-risk individuals. In research, there's often confusion about treatment effectiveness based on risk level, with a mistaken belief that treatment is more effective for low-risk individuals. This overlooks potential benefits for high-risk offenders.

Probation supervision studies show differing recidivism rates among risk groups. High-risk individuals under intensified supervision had a lower reoffending rate (31%) compared to standard supervision (58%). Conversely, low-risk probationers reoffended more under intensified supervision (17%) than under standard monitoring (10%). This suggests that increased supervision benefits high-risk individuals but may be counterproductive for low-risk ones.

The risk concept in corrections guides resource allocation, focusing on individualized support based on risk profiles. While it's a step forward, challenges remain in effectively treating high-risk offenders. Effective treatment requires addressing specific criminal behaviours and needs of high-risk individuals. The principle emphasizes the need for targeted treatments for those more likely to reoffend, highlighting the complexity of managing recidivism in correctional settings.

Need Principle

In correctional therapy, the focus on criminogenic needs, or the factors that lead to criminal behaviour, is crucial. This approach involves identifying and addressing specific issues that might have influenced someone to commit a crime. The goal is to lessen the chance they will reoffend. This method requires a detailed understanding and action on key aspects such as:

Transforming antisocial thought patterns: If an offender's reoffending is due to antisocial thinking, the focus should be on changing these thought patterns, rather than just improving self-esteem.
Addressing job retention issues: If difficulties in maintaining employment contribute to an individual's recidivism, the emphasis should be on developing skills for job retention, not solely on job-finding skills.

When it comes to rehab services for people who have committed crimes, the main areas to focus on include:

Modifying negative attitudes and feelings that lead to antisocial behaviours.
Limiting interactions with antisocial peers.
Improving communication and supervision within the family.
Building connections with role models who uphold anti-criminal values.
Developing skills for better self-control, and problem-solving effectively.
Replacing harmful behaviours like dishonesty and aggression with positive ways of interacting.
Addressing issues of substance abuse.
Shifting how individuals view the pros and cons of criminal and non-criminal behaviours, making lawful choices more appealing.
Providing supportive and stress-free living conditions for those with ongoing mental health issues.
Tailoring treatment to each person's specific risks and needs related to their criminal behaviour.
Teaching individuals to recognize and effectively manage situations that may lead to reoffending.

On the other hand, some strategies are typically less successful in lowering the rate of recidivism, including:

Increasing self-esteem without simultaneously addressing antisocial behaviours and associations.
Focusing on general emotional problems that are not directly linked to criminal activity.
Encouraging connections among those who behave antisocially.
Improving the overall conditions of neighbourhoods without specifically helping those at higher risk of committing crimes.
Mistaking antisocial thinking for cultural values.
Fostering goals in education or work without giving tangible support.
Trying to make the individual a "better person" based on standards that don't connect to their likelihood of reoffending.

Responsivity Principle

The risk concept aids in determining which criminals will benefit the most from intense rehabilitation programmes. The need principle specifies which areas of rehabilitation should be prioritized. Responsiveness entails selecting the best ways and styles for delivering these services.

This involves two major components:

Determining the effectiveness of specific methods tailored for offenders, which are different from the ones used for people with neurotic or psychotic disorders.
Assessing if there are unique responsivity factors that apply to different groups of offenders.

Effective offender rehabilitation often uses cognitive-behavioural and social learning methods. These techniques involve teaching non-criminal behaviour, step-by-step skill building, role-playing, offering support, and clear verbal instructions to encourage positive behaviour change.

The following are the five key characteristics of effective correctional monitoring and counselling:

Authority: This entails using a "firm but fair" attitude, differentiating between rules and requests, assessing progress, and rewarding compliance with treatment plans. It's about guiding, not controlling or abusing.
Anti-criminal Modelling and Reinforcement: This involves displaying and reinforcing alternatives to criminal ways of thinking, feeling, and doing.
Concrete Problem Solving: This aspect focuses on developing skills and reducing barriers in order to maximize the benefits and pleasure that result from non-criminal behaviour, particularly at family, school, and work.
Advocacy and Brokerage: This entails introducing criminals to other helpful organizations that offer appropriate correctional services.
Relationship Factors: Engaging with offenders in an open, enthusiastic, and compassionate manner.

Some therapy techniques in corrections, like group programs based on clinical sociology and punishment-focused methods, have been unsuccessful. These approaches often fail to address antisocial attitudes or reduce criminal behavior. The 'radical nonintervention' strategy, which avoids acting against anticipated antisocial behavior, also lacks evidence of effectiveness, as do alternative punishments like community work or restitution.

Non-directive counselling and unstructured therapy, where therapists play a passive role, have not shown clear effectiveness in correctional settings. However, they may benefit certain offenders, particularly those with advanced interpersonal skills and a propensity for self-reflection. Factors like gender, age, personality stability, social anxiety, mental and personality disorders, verbal intelligence, language, ethnicity, and motivation influence how offenders respond to treatment, highlighting the need for more research.

Providing severe sentences without rehabilitative treatments or ignoring the principles of risk, need, and responsivity can increase recidivism rates. Conversely, treatment programs adhering to these principles are more effective. This underscores the importance of equipping correctional professionals with the necessary tools to plan, implement, and evaluate rehabilitation programs effectively to lower reoffending rates.

Professional Discretion

Professionals evaluate the risk, need, and responsivity factors for each individual case and its unique circumstances. They make judgements that are in line with ethical, humanitarian, legal, and effectiveness standards based on these assessments. Regardless of how well-researched the treatments are, they must be implemented by a skilled and compassionate expert.

The concepts of risk, need, and responsivity in correctional programming are multifaceted. This review focuses on emphasizing both the strengths and weaknesses of the existing research in effective correctional programming, while maintaining an optimistic perspective. Nevertheless, it should be acknowledged that the ideas and studies mentioned here are not unanimously agreed upon in the criminology field. The reluctance to accept these concepts goes beyond typical academic discussions, where questioning past research is part of the process of gaining deeper insights. Instead, it reflects a more profound disagreement within mainstream criminology, often characterized by firm objections to predictive methods and rehabilitation strategies. Correctional researchers and practitioners should not only take pride in their research foundation but also be prepared to interact with those who fundamentally disagree with their findings and approaches.

This innovative campus not only offers expanded instructional facilities for existing programs but also introduces new courses in Aerospace Manufacturing, administered by our School of Engineering Technology and Applied Science. During our visit, we had the pleasure of meeting Premier Doug Ford.

Spider Jones Inspires Our Clients

It was a truly humbling and inspiring experience to have Charles “Spider” Jones speak to our clients about his life journey after prison.

His words resonated deeply as he shared the challenges he faced and the lack of opportunities he encountered upon his release. Spider expressed a heartfelt desire for our clients to recognize the immense possibilities they have through our program, opportunities he wished he had in his own life. He passionately conveyed the message that hard work and perseverance lead to significant rewards, emphasizing the importance of mutual respect and community giving once success is achieved.

His powerful narrative about his time in prison served as a stark reminder of the importance of making positive choices. He motivated our clients, instilling in them a belief that they can overcome any obstacle and achieve greatness with determination and resilience. Criminal records hinder employment prospects

Without opportunities for employment, individuals with criminal records may struggle to support themselves and their families, increasing the risk of returning to criminal activities to survive. Offering them employment reduces the risk of recidivism and contributes to safer communities.

The Oaks Revitalization Association’s Skills Trade Development Program (STDP) was created to empower justice-involved individuals who face higher barriers of entry, and enhance pathways into meaningful and gainful careers. We are doing it!
