From Custody To Community: Early-Stage Successes of The Northstar Toronto South Pre-Release Pilot Program

From Custody to Community shares early findings from ORA’s NorthStar pre-release pilot at the Toronto South Detention Centre. Built in partnership with the Ministry of the Solicitor General, the program supports participants beforerelease by strengthening accountability, confidence, and practical readiness for life and work in the community. Based on a 24-question participant survey (35 participants) and direct feedback, the report highlights strong satisfaction, a safe learning environment, and positive gains in goal-setting and employment readiness, along with clear recommendations to strengthen mentorship delivery and post-release continuity of support.

Custom-Built Curriculum

The NorthStar program is uniquely designed for men who are incarcerated, providing tailored lessons that focus on personal growth, responsibility, and preparation for successful reintegration.
